Closer to Europe.

Better connected to opportunity.

The European Union and Albania are working together to turn the country’s European ambition into progress people can see and opportunities they can use.

From stronger institutions and a more competitive economy to cleaner communities, better connections and new possibilities for young people, the partnership is helping Albania move forward — step by step, reform by reform.

Albania and the EU: moving forward together

Albania’s relationship with the European Union is built on a shared ambition: full EU membership and a future shaped by common European values. From reforms and stronger institutions to new opportunities for people and businesses, the partnership supports Albania’s progress and brings the benefits of European integration closer to everyday life.

Progress people can see

EU cooperation becomes meaningful when it changes what people can do, how communities function and what the country can build for the future.

Across Albania, EU-backed initiatives are helping public institutions work more effectively, businesses invest and grow, communities improve essential services and young people connect with education, research and mobility opportunities. Infrastructure investment is supporting cleaner energy, more sustainable transport, environmental protection and stronger human capital.

Through the Western Balkans Investment Framework, Albania currently has €620.6 million in WBIF contributions supporting public-sector investment projects with a total value of €1.7 billion for the period shown as 2009–2026.

But the strongest evidence is not the number alone. It is the road that shortens a journey, the water system that serves a community, the business that reaches a new market and the student who returns with new knowledge.

A partnership with a clear direction

Albania’s relationship with the European Union is built on a shared direction: a democratic, prosperous and secure country with its place in the European family.

The Stabilisation and Association Agreement, in force since 2009, provides the foundation for political dialogue, economic cooperation, a free-trade area and Albania’s gradual alignment with EU law. Today, this relationship reaches far beyond institutions. It connects reforms with investment, communities with infrastructure, businesses with new markets and young people with opportunities across Europe.

Albania is not simply preparing for a future moment of membership. It is already becoming more closely connected to the European Union through the standards it adopts, the programmes it joins and the changes citizens experience in everyday life.

Reforms that unlock growth

The Growth Plan for the Western Balkans is designed to bring Albania’s economy closer to the EU Single Market and accelerate reforms that support long-term prosperity.

Under the Reform and Growth Facility, Albania can receive up to €922 million in grants and favourable loans. Funding is not automatic: payments depend on the successful implementation of agreed reforms. At least half of the Facility’s overall financial support is directed to investment through the Western Balkans Investment Framework.

Albania’s first reform-linked disbursement of €99.3 million was announced by the European Commission in October 2025. The reforms and investments supported by the Plan focus on areas such as the business environment, digital transformation, the green transition, public administration and closer economic integration with the EU.

For citizens and businesses, the purpose is practical: more investment, better conditions for enterprise, modern public services and a faster path towards the opportunities of the EU Single Market.

The EU and Albania stand together for security

Security and defence are an increasingly important part of the EU–Albania partnership. As a reliable partner and NATO Ally, Albania aligns fully with the EU’s Common Foreign and Security Policy and contributes actively to EU missions and operations.

Cooperation covers crisis management, defence, cyber resilience, disinformation and the capacity to respond to emerging threats. Through the Security and Defence Partnership, adopted in November 2024, the EU and Albania are deepening their work together to strengthen capabilities, improve coordination and address shared security challenges.

The EU has also adopted €49 million in assistance measures for the Albanian Armed Forces through the European Peace Facility. This support strengthens Albania’s operational capabilities and its ability to contribute to European and international peace and security.

Ultimately, this partnership is about resilience: stronger institutions, better preparedness and greater protection for citizens in an increasingly complex security environment.
